Fixing sound on OpenCPN for OpenSUSE

The hack previously required to launch OpenCPN throught the wrapper padsp is not required any more with the release 4.0 and as been removed from the packaging. Would you want to run an old release of OpenCPN, you can always reactivate the dsp wrapper by :

installing the package pulseaudio-utils
launch OpenCPN as /usr/bin/padsp /usr/bin/opencpn

 (you can create a small shell script in ~/bin)
