http://en.opensuse.org/openSUSE:Packaging_guidelines#Code_vs_Content says:
Some examples of content which are not permissable: * Comic book art files * Religious texts * mp3 files (patent encumbered)
Such general rules should be coverd by the Guiding principles. Currently http://en.opensuse.org/openSUSE:Guiding_principles appears to disagree with the above with regards to religious texts:
We value ... ... respect for other persons and their contributions, for other opinions and beliefs.
