Late feature is usually understood as a feature which is either reported or planned to be executed in late Beta phase or during RC phase of openSUSE Leap. See openSUSE:Roadmap to get more information about openSUSE Leap schedule.
As an example for planned late feature could be adoption of a new version of gcc which was planned to be available by upstream at certain date. Where the availability date is around RC phase of openSUSE Leap.
Risky late features may eventually end up to be released a maintenance update post release day in order not to compromise quality of the release which. Or they might be fully deferred to a next release.
