- Adrian proposes a 3rd way with a JSON file that lists packages by their git repositories that allows mixing SHA1 and branches to ease creation of test projects.

- Primary requirement: no webui, keep existing review tooling, everything needs to be CLI
- Also sources need to be re-reviewed for each new project submission, unclear if that means review-signatures could be handled in git?
