No PTFs for openSUSE

The SUSE L3 process with its PTFs is reserved to SLE customers and partners only.

At home:sparschauer:leap42.3_fixes I have a new approach to provide temporary fixes for openSUSE. It also has sequence and bug number but „FIX“ instead of „PTF“ and a PTF number is not required as those are my personal fixes.
