openSUSE infrastructure policy exceptions

The following links tickets related to accepted exceptions from our infrastructure policy. As per the policy, all exceptions must be requested using a ticket in https://progress.opensuse.org/projects/opensuse-admin/issues, giving all Heroes members a time of two weeks to veto against the request.
