I noticed your edits on OpenSUSE Wishlist and it shows your wish to be an active member, but also that a little bit more search will help to learn about us.
We have Tasks and To do pages that list some similar tasks as the OpenSUSE Wishlist, but they are more up-to-date. Items that you showed interest in are discussed in a lot more details on opensuse and opensuse-wiki@opensuse.org mail lists. Everybody is invited to participate. Links to subscribe you can find on Communicate page. The Mailist archive can help you searching for related discussions like Frontpage redesign, as it is discussed a lot and we have proposal.
The links to other linux resources are listed in few places, notably every program short overview has at least the link to the home page: GIMP, Firefox, Midnight Commander, etc.
The page that will list "Linux Resources", might be your first openSUSE project. Before you start please look at OpenSUSE Style Guide and few more bits that you can pick up at Wiki Team page. Be warned that task named "Linux Resources" is almost endles, and few links that you find usefull might be better placed on you own page for now.
The forum is discussed a lot and you can find some points on Tasks/To do page.
The license applicable to openSUSE you can find Project:Copyrights and it is selected by Novell. You can ask for more explanations on opensuse-wiki mail list.
About artwork, you have user section on Buttons ie. Buttons and Banners that once it grows over one page capacity can be moved in more elaborate series of articles. The Artwork ie. Buttons, Icons, Themes & Wallpapers was created as index to other resources, and I'll see to update it.
