This should follow rule that top part of the page must contain information that visitor is looking for, and IMHO that is not about and description of portal.

Next the top of the page should be helpful to new users first, then to experienced.

I guess this should be listed somewhere, for everyone that has interest in web design:

Well i was going to put it at the bottom,but due 'time' problem but no worries you did it :).And yes i have already started working on the top part of the page,and would take some more itme to make it better.Thanks for the link :) --Shayon

I have made few changes related to the look/feel and also add few important stuff to the top part of the page(What i felt important was :) ).Still i know a lot more is to be done (i dont what exactly,but there is,as there is no end to Advancement/Improvement) :) --Shayon
