Basic way to start Run Command dialog is from Main KDE Menu, or using keyboard shortcut ALT-F2.

The last image shows few options that are mostly self explanatory.

Run in terminal window
Will open terminal window and run command from there. Useful to see errors if there is any.

Run as different user
Used mostly to start program as root user, to avoid logging in GUI as root, and for those that doesn't like command line, but it can be used to start as any user.

Run with different priority
This can be used to give more or lesser CPU time to particular application. Useful if it is possible that application has timing problems.

Run with realtime scheduling
This is useful for applications that need priority in access to hardware. As above, useful if timing problems are suspect for application errors.
