Package Review Guideline

Source code and esp. source code packages which get taken from a foreign resource needs some kind of reviewing to ensure a certain level of code quality. For openSUSE, esp. the openSUSE distributions like Factory need a defined quality level, because the trust in the distribution comes from the trust from the source packages.
